The Planning and Development Services Department's mission is to assist residents and developers with quality growth and physical development.

The Planning Division implements land development regulations, with guidance from the Comprehensive Plan and Vision statements. Land development regulations include subdivision, zoning, landscape, telecommunication, signage, parking, utility availability, impact fees.  If you are looking for help on annexation, site planning or building permits, we can help you. 

The Building Services Division is responsible for administering the codes and ordinances that prescribe minimum construction standards to safeguard the public’s health, safety and general welfare. This includes plan review, building permits and inspections for all construction related activity. The Building Services Division also administers the sign code and is responsible for reviewing all proposed development in the floodplain in accordance with the National Flood Insurance Program.  If you need flood information about a specific property, please visit the National Flood Insurance Program's website (click here).  To review property elevation certificates the City of Baytown has on file, click here to view the elevation certificates.  The Federal Emergency Management Agency's website (www.fema.gov) is also a good resource for information on flooding as well as general disaster preparedness and mitigation issues.

The Community Development Division is responsible for community development block grant programs and revitalization activities, primarily in older or declining neighborhoods. Activities include planning and administration of services including housing, code enforcement, infrastructure improvements, and social services. Primary funding comes from the United States Department of Housing and Urban Development through the Community Development Block Grant (CDBG) program. Other funding comes from the City of Baytown's General Fund and Harris County for transportation.
